Hearts, Minds, and Mega-Events: Cultural Diplomacy in the GCC

Synopsis

This roundtable aims to generate policy recommendations for the promotion of soft power by the Gulf Cooperation Council states. It explores how sports, tourism, media, and education have emerged as the key pillars of GCC cultural diplomacy, and how these initiatives strengthen soft power by projecting an image of dynamic and globally engaged societies.

The roundtable is divided into four themes:

Theme 1: Sports Diplomacy

This session discusses how sports, particularly soccer, stand at the forefront of GCC soft power. It explores how sporting events serve dual purposes: supporting tourism and economic diversification, while also creating shared moments of regional unity and international camaraderie.

Theme 2: Tourism & Heritage

This session discusses how tourism, heritage, and cultural festivals generate both economic benefits and favorable impressions, granting the GCC with another form of unique influence.

Theme 3: Media & Pop Culture

This session discusses how Media and pop culture extend the Gulf’s soft power globally. It explores how cultural content helps humanize Gulf societies, highlight modernization, and counter negative stereotypes.

Theme 4: Education & Exchange

This session discusses the role of education diplomacy in fostering long-term influence through student exchanges, scholarships, and global partnerships.
