This amendment—sponsored by Sen. Cantwell [D-WA]—proposes the addition to the bill S. 2296, to authorize appropriations for fiscal year 2026 for DoD (Department of Defense) military activities, for military construction, and for the defense activities of the Department of Energy The Amendment will prescribe military personnel strengths for such fiscal year, among other purposes. Within Cantwell’s proposed amendment, there is a statement acknowledging the efficacy of multinational peacekeeping missions (specifically NATO, African Union, European Union) in supporting humanitarian missions during complex emergencies in Iraq. The proposed amendment also states that Congress should call for an immediate ceasefire in Gaza and that it should be the policy of the United States to facilitate and protect the delivery of humanitarian aid to the civilian population of Gaza.
