Saudi Arabia has stated that it opposes any phase-out or phase-down of fossil fuels, and OPEC has urged its members to prevent any such language at COP 28. Saudi Arabia has slowed down negotiations on other issues at COP28 to mobilize developing nations against a phase-out.
