Muhanad Seloom is Assistant Professor of International Politics and Security at the Doha Institute for Graduate Studies and an Honorary Research Fellow at the University of Exeter. His research examines how states exercise power under conditions of uncertainty, focusing on intelligence, emerging technologies, and the institutional processes through which political judgment is produced. He is the author of Labelling Ethno-Political Groups as Terrorists: The Case of the PKK in Türkiye (Routledge, forthcoming) and is completing a monograph on the history and politics of Iraqi intelligence (Cambridge University Press). His work has appeared in leading journals including Intelligence and National Security and AI & Ethics. Dr. Seloom contributes to international policy debates and media on intelligence, conflict, and the geopolitics of technology.
