The Senate Foreign Affairs Committee advanced a bill by voice vote from Senator Bob Menendez (D-NJ). Informally titled the ‘SAFE’ (Saudi Arabia False Emergencies) act, the bill seeks to close the loophole utilized by President Trump to bypass Congressional review of arms sales by declaring an ‘emergency.’ If passed, the bill would make it so the ‘emergency’ provision of the Arms Export Control Act could only apply to NATO allies, Australia, Israel, Japan, South Korea and New Zealand. Although the bill does have bipartisan support from Lindsay Graham (R-SC), Rand Paul (R-KY) and Mike Lee (R-UT), the bill may not receive a floor vote due to opposition from Committee Chairman Jim Risch (R-ID) and other Republican leaders.
